South Africa: ICASA Publishes Final Regulations on Dynamic Spectrum Sharing

On May 22, 2026, the Independent Communications Authority of South Africa (ICASA) published its landmark final regulations regarding dynamic spectrum access and opportunistic spectrum management in the 3800–4200 MHz and 5925–6425 MHz bands.

The main changes:

  • The Lower 6 GHz Band (5925–6425 MHz): Designated as Innovation Spectrum Frequency Range 2 (ISFR2), this band is now open for license-free use by wireless ISPs, private networks, and Wi-Fi deployments.

  • The 3.8–4.2 GHz Band: Designated as ISFR1, this range will remain subject to licensing but will be managed via a Dynamic Spectrum Access (DSA) system instead of traditional exclusive allocations.

  • Unified Spectrum Switch (USS): To prevent interference and protect incumbent users, both bands will be dynamically allocated via a centralized geolocation database known as the Unified Spectrum Switch (USS).

  • Equipment & Operator Obligations: All deployed devices must be ICASA-approved and capable of interacting with the USS. Operators must register with a designated USS provider before deployment.

While the regulations have been officially published, they have not yet entered into force. ICASA will announce the official effective date in a subsequent notice.

Furthermore, even within the license-exempt lower 6 GHz band, equipment type approval remains strictly mandatory, and operators must comply with registration and coordination requirements via the USS once active.
