Lebanon: TRA Clarifies Type Approval Framework for Telecom-Enabled Equipment

The Telecommunications Regulatory Authority (TRA) of Lebanon has issued an official letter confirming and clarifying key procedures regarding Type Approval for telecom-enabled equipment.

This official statement eliminates previous ambiguities surrounding multiple importer filings, certificate ownership, and local import licensing during the Type Approval process:

  • Type Approval applications are submitted and certificates are issued directly in the name of the equipment or component manufacturer (or through an authorized representative acting on their behalf).

  • Once a Type Approval Certificate is granted for a specific model, all importers bringing that identical approved product into Lebanon can rely on the same certificate.

  • The presence of multiple distributors, official representatives, or importers in Lebanon does not require separate approvals or duplicated applications for the same product.

  • This framework applies uniformly whether the telecom-enabled equipment is imported as a standalone device, an embedded component within an assembled product, or a spare part.

  • A manufacturer may appoint an agent or authorized representative to manage TRA submissions. This representative role is strictly distinct from the importers relying on the certificate for customs clearance.

By removing the requirement for importers to obtain individual Type Approvals or hold individual import licenses during the certification stage, the TRA has significantly simplified market entry into Lebanon. Manufacturers can now hold single, centralized certificates that serve their entire distributor network.
