Cameroon: Mandatory Sample Submission for Type Approval

The Agence de Régulation des Télécommunications (ART) has reinforced its Type Approval procedures, making the submission of physical samples mandatory for several high-priority device categories.

This change is aimed at ensuring that telecommunications equipment entering the Cameroonian market adheres strictly to national quality and safety standards, particularly regarding network interoperability and consumer protection.

Effective immediately for new applications, the ART now requires the submission of three standard samples for the following categories:

  • mobile phones/smartphones
  • notebooks/laptops
  • tablets

Requirements for the Samples:

  • Samples must be "normal" production units
  • They must include all standard accessories (chargers, cables, adapters)
  • They should be accompanied by any specific software or documentation required to put the equipment into test modes for technical evaluation

For devices outside of the mobile/notebook/tablet scope (such as certain IoT sensors or low-risk wireless peripherals), it is possible to reduce the number of samples or waive sample requirements in several cases. This typically requires:

  • Direct negotiation with the ART authority
  • Payment of an additional waiver fee
  • Submission of comprehensive technical datasheets and international test reports (CE/ETSI)

Manufacturers and importers are urged to factor these sample requirements into their product launch timelines for Cameroon. Physical samples are used by the ART to verify that hardware matches the technical specifications provided in the application and to ensure it does not cause harmful interference to local network infrastructure.
