Effective February 16, 2025, Saudi Arabia has implemented a new technical regulation for "Communications and Information Technology Devices," significantly impacting the conformity certification process. This change has shifted the issuance of conformity certificates for telecommunications products from the Communications and Information Technology Commission (CST) to the SABER platform, streamlining the process.
The primary platform for obtaining conformity certificates for telecommunications products will now be SABER. This transition simplifies the process, reducing the need to separate CST Type Approvals for most products.
While SABER becomes the primary platform, CST Type Approval Certificates will still be required for a certain number of products. Please refer to the CST Technical Regulation website for an updated list of these exceptions:

To obtain a PCOC through the SABER platform, the following documentation is required:
- Safety test report
- EMC test report
- CST approval (if applicable)
- Safety of light & laser test reports (if applicable)
- Exposure to radiation test reports (if applicable)
- Supplier (manufacturer/supplier) declaration of conformity
- Risk assessment document
- Type C & power delivery declaration form (for applicable products, transitioning to IEC 62680-1-2&3 test reports by the end of 2025)
Marking Information
All required data must be presented in Arabic, with the option for additional languages. The Arabic information will be considered the official standard.
Products must be clearly and visibly marked with the following information:
- Name and supplier information
- Trademark
- Manufacturer’s name and details
- Industrial model of the product
- Country of origin
- Usage warnings
