Testing the advanced mobile location feature for mobile phones entering the UAE market

The Telecommunications and Digital Government Regulatory Authority (TDRA) has implemented new regulations for mobile phone approval. This article outlines the key points you need to be aware of:
1. Technical Approval Required: All mobile phones entering the UAE market must comply with the "Telecommunication Apparatus Type Approval Regime" and be approved by the TDRA.
2. Advanced Mobile Location (AML) Mandatory: Mobile phones must support AML, a feature that transmits location information during emergency calls for faster response times.
3. Compliance with Standards: Devices need to meet the specifications outlined in:
  • ETSI TS 103 625 (Emergency Communications - Transporting Handset Location to PSAPs for Emergency Calls)
  • ETSI TS 103 825 (Emergency Communications - Testing - Conformance test specifications for Advanced Mobile Location)
4. Pre-Configured Emergency Numbers: Phones must be pre-configured with UAE emergency numbers as per the "National Numbering Plan Version 5.7".
5. Testing Procedures: Approval involves Emergency Broadcast Testing and Advanced Mobile Location testing.
6. Compliance with Cell Broadcast Specification: Devices must comply with the UAE Cell Broadcast Specification.
Effective Date: These regulations are effective from March 2024.
