Vietnam Issues EMC Requirements for Radio Communication Equipment
The Ministry of Information and Communications (MIC) of Vietnam issued Circular No. 22/2022/TT-BTTTT together with QCVN 18:2022/BTTTT “National technical regulation on electromagnetic compatibility for radio communication equipment electricity”.
The QCVN 18:2022/BTTTT has been developed on top of ETSI EN 301 489-1 V2.2.2 standard, which includes EMC electromagnetic compatibility requirements for emission and immunity (radiation) as well as immunity criteria applicable to radio communication equipment.
MIC notifies that QCVN 18:2022/BTTTT applications will be voluntary from May 1, 2023 to July 1, 2023. However, they recommend to start using the provisions of QCVN 18:2022/BTTTT before it becomes mandatory. Additionally, MIC informs that products from the List of Group 2 within the conformity assessment procedure require application of QCVN 18:2014/BTTTT up to July 1, 2023. Currently, Circular 02/2022/TT-BTTTT stipulates the List of Group 2 goods (the list of products of radio equipment, transceivers, and information technology equipment subject to regulation conformity certification and announcement) of MIC and contains Appendix I and Appendix II.
Please, note that if your product has been certified against QCVN 18:2014/BTTTT requirements, the re-certification is not required after July 1, 2023 but re-testing against QCVN 18:2022/BTTTT is be mandatory as well as the declaration of conformity according to the new version.
QCVN 18: 2022/BTTTT will apply to the following list of products:
Single-side and/or duplex amplitude-modulated radio equipment in the civil band 27 MHz
Equipment for low-speed data transmission in the 5.8 GHz frequency band applied in the field of transportation
VSAT devices operating in the C-band
VSAT devices operating in the Ku-band
Terrestrial mobile terminal stations of the global mobile telecommunications system via non-geostationary satellite in the band 1-3 GHz
Landing angle indicator in aeronautical radio navigation systems
Radio transmitters, receivers and transmitters for positioning and remote measurement (except for equipment used offshore for the oil and gas industry)
Radio navigation equipment
Fifth-generation mobile communication terminals (5G)
Fifth-generation mobile communication base station equipment (5G)
Fifth-generation mobile communication repeaters (5G)
Low-power wide area network (LPWAN) radio equipment
Radar equipment (except for radar equipment used for seagoing ships and radars of short-range radio transmitters, transceivers)
Microwave devices
Terrestrial mobile radio equipment with integral antenna for analog voice
Terrestrial mobile radio equipment with removable antenna for data (and voice) transmission
Terrestrial mobile radio equipment with integral antenna for data (and voice) transmission
Terrestrial mobile radio equipment with removable antenna for analog voice
Short-range radio transmitters, receivers and transmitters for general purposes
Emergency Locator Transmitters (ELT)
Radio navigation equipment
Radar equipment for road or rail traffic
Short-range radio transmitters, transceivers and transceivers:
not listed in Section 2 of the List in Appendix I and Section 4 of the List in Appendix II of Circular 02/2022/TT-BTTTT;
listed in Section 2 of the List in Appendix I and Section 4 of the List in Appendix II of Circular 02/2022/TT-BTTTT, but are not within the scope of the respective applicable technical regulations.
25. Radio transmitters, receivers and transmitters with the frequency band between 9 kHz and 400 GHz and with a transmitting power of 60 mW or more:
not listed in item 1 of the List in Appendix I and Section 3 of the list is in Appendix II of the Circular;
listed in item 1 of the List in Appendix I and Section 3 of the List in Appendix II of the Circular but not within the scope of the respective applicable technical regulations.
