Saudi Arabia Updates SIRC program

In the Kingdom of Saudi Arabia (KSA), there are several conformity assessment procedures for different types of products. Among them are:
  • CITC Certification procedure
  • SASO Energy Efficiency Certification procedure
  • SALEEM Conformity Assessment procedure
  • SASO IECEE Recognition Certificate (SIRC) program.

The Saudi Arabian Standards, Metrology, and Quality Organization (SASO) notified about changes in SASO IECEE Recognition Certificate (SIRC) program with regard to the list of products that require SASO IECEE Recognition Certificate to get access to the KSA market. The SIRC shows that the product meets safety requirements based on international standards including the national differences. To receive the SIRC, the following documents are required:
  • Full IECEE CB Test Report and CB certificate dated within 3 years
  • Manufacturer and Importer Declarations of Conformity 
  • Full Product Image and photo of the marking label
  • User Manual in Arabic
  • Copies of Importer Commercial Registration Certificate and Manufacturer Commercial Registration Certificate.
Up to November 1, 2021, the list of products subject to SIRC includes the following categories of devices: 
  • Electric water pumps (from 0 to 3.5KW)
  • Electronic pumps with a capacity of 5hp or less
  • Mobile phones + batteries
  • Wired mobile device chargers
  • Wireless mobile device chargers
  • In-car mobile device chargers
  • Portable power banks
  • Laptops and tablets 
  • Power adapters for laptops
  • Fitbits 
  • Smart watches
  • Wireless headphones
  • Bluetooth speakers
  • Televisions and monitors
  • Dishwashers
  • Lighting products 
  • Electronic smoking devices
  • Coffee makers
  • Water kettles
  • Electric oil fryers
  • Electrical cables
  • Video game consoles and accessories

After November 1, 2021, the SIRC will also be necessary for: 
  • Circuit breakers
  • Charger + data transfer cables for mobile phones
  • Electric shavers for humans and animals
  • Desktop computers

Please, note that some of these products also require CITC certificates (e.g. mobile phones or devices that have sim-card slots)  or the SASO Energy Efficiency certificate (e.g. Lighting Products). If the product isn’t produced in the KSA, it is necessary to apply for SIRC through the online platform to receive the SASO IECEE number that is used in the SABER platform for getting product conformity and product shipment certificates.
